B | 会议强调，要深入学习贯彻习近平总书记关于社会工作和基层工作方法的重要论述，结合深入学习贯彻习近平党建思想，牢固树立和践行正确政绩观，不断增强基层工作本领，提高社会治理社会化法治化智能化专业化水平，为全省在中国式现代化建设中奋勇争先提供坚强保证。省委书记周祖翼主持并讲话。省领导赵龙、郭宁宁、石好勇、王永礼、苗延红、林涛作交流发言，其他常委同志作书面发言。    会议指出，习近平总书记关于社会工作和基层工作方法的重要论述，立意高远，内涵丰富，思想深刻，蕴含深远政治考量，饱含真挚人民情怀，体现鲜明实践品格，彰显强烈历史担当，是习近平新时代中国特色社会主义思想的重要组成部分，是做好新时代社会工作、基层工作的重要遵循和行动指南。社会工作是党和国家工作的重要组成部分，社会工作的重心在城乡基层。要把习近平总书记关于社会工作的重要论述与关于基层工作方法的重要论述紧密结合起来，一体学习领悟、一体贯彻落实。必须牢牢把握做好社会工作、基层工作的重大意义和福建独特优势，切实强化做好社会工作、基层工作的高度自觉，传承弘扬习近平总书记在福建工作期间的相关重要理念和重大实践，带着感情学、带着责任悟，进一步激发跟着学、照着做的内生动力，持续强党性、抓落实、求实效，不断增强做好社会工作、基层工作本领，以工作的实绩实效坚定拥护“两个确立”、坚决做到“两个维护”。    会议强调，必须牢牢把握做好社会工作、基层工作的根本要求和科学理念，深刻认识社会工作、基层工作本质上是党的群众工作，把服务群众、造福群众作为基层治理的出发点和落脚点，走好新时代党的群众路线，全面落实“四下基层”制度，坚持把造福人民作为根本价值取向，突出牢固树立和践行正确政绩观，坚持为人民出政绩、以实干出政绩，扎扎实实做一些打基础、作铺垫、利长远、增后劲的工作，引导推动党员干部创造经得起实践、人民、历史检验的实绩。要突出从实际出发谋划和推动发展，引导基层完整准确全面贯彻新发展理念，强化规划引领，因地制宜、结合实际创造性开展工作，更好统筹发展和安全。要突出加强和创新基层社会治理，把“枫桥经验”坚持好、发展好，健全党组织领导的自治、法治、德治相结合的基层治理体系，充分发动群众、组织群众、依靠群众，完善网格化管理、精细化服务、信息化支撑的基层治理平台，不断提高基层社会治理水平。

C |     会议强调，必须牢牢把握做好社会工作、基层工作的有效方式和根本保证，确保基层工作取得扎扎实实成效。深刻认识社会工作、基层工作千头万绪，都是一线工作、群众工作。

D | 要把抓落实作为开展工作主要方式，着力在“马上就办、真抓实干”上下功夫，立说立行、紧抓快办，立足实际、尊重规律，精准施策、干在实处，做到既快落实又真落实，既早见效又见实效；着力在“学会十指弹琴”上下功夫，树牢系统观念，统筹兼顾、综合平衡，心中有“谱”、胸中有“数”，突出重点、带动全局，握指成拳、协同发力，引领带动基层在妥善处理各方面关系中实现事业整体发展；着力在发扬钉钉子精神上下功夫，精准施策、靶向发力，知重负重、攻坚克难，滴水穿石、久久为功，在量变中累积质变，积小胜为大胜。    会议强调，要坚持和加强党的全面领导，压紧压实责任链条，形成一级抓一级、抓好本级带下级、大抓基层强基础的工作格局。省委常委要从自身做起，身体力行、以上率下，形成“头雁效应”。要持之以恒推进全面从严治党，以更高标准、更实举措谋划推进党的建设工作，深入实施新时代“堡垒工程”，统筹推进各领域基层党组织建设，从严从实抓好党员队伍建设，持续深化整治形式主义为基层减负，坚决整治群众身边不正之风和腐败问题，巩固拓展福建风清气正的良好政治生态。    会议要求，全省各级党组织要把《习近平关于基层工作方法论述摘编》《习近平关于基层工作方法的重要论述学习读本》作为学习教育的重要学习内容，组织广大党员干部原原本本学、融会贯通学、联系实际学，组织开展宣传宣讲，加强理论研究阐释，推动党员干部提高做好基层工作水平和群众工作能力，切实把学习教育成果转化为做好基层工作、促进基层发展的实际成效。
